My twenty-four years of experience has been marked with personal rewards and challenges required to meet the needs of the various types of organizations listed above which are a mixture of international, national, state and local levels. It never ceases to amaze me that parliamentary procedure benefits all despite differences in its application based on the nature or structure of the organization.

Ready to serve your organization and make a difference:
• by consulting on writing bylaws that are concise and unambiguous whether in the development of bylaws for a new organization or amending or revising existing bylaws
• by preconvention consulting and planning that contributes to efficiency of the management of a convention meeting
• by presence at any meeting to be available to advise the presiding officer and/or members on parliamentary problems or issues that may arise during the meeting
• by preparing scripts for the presiding officer and others with the result that each is perceived as professional and in control
• by providing parliamentary procedure training for officers and members

Past clients have utilized these parliamentary authorities:
• Robert’s Rules of Order Newly Revised
• AIP Standard Code of Parliamentary Procedure
• Mason’s Manual of Legislative

I am a lawyer recognized by the Florida Bar as a specialist in City County Local Government Law.

I obtained the Professional Registered Parliamentarian certification, in part because I go to a lot of meetings.

Meetings are a part of life. People have been going to them throughout history. The Ancient Greek Athenian assembly held 6000 citizens. As recorded by Thucydides in the History of the Peloponnesian War, one of the earliest recorded meetings occurred at Sparta circa 460-400 B.C., when the Peloponnesian alliance declared war on Athens.

Good meetings rely upon rules of procedure that have developed, evolved and have been passed down over time. Bad meetings ignore them.

If you are having meeting problems or have a question about proper meeting procedure, please feel free to email me. If I can’t help you, I will direct you to someone who can.

A graduate from New York Institute of Technology, Paul has been, most of his life, using parliamentary procedure in various business and organization meetings.  Paul is a Professional Registered Parliamentarian (PRP).  The PRP is the highest credential offered by the National Association of Parliamentarians. Only a small percent of the organization achieves it because it requires a detailed five-part-exam about all aspects of parliamentary procedure and live demonstrations of various scenarios you would run into serving a client.

Paul is the president of the Florida Delta Unit of Parliamentarians.   The unit was organized to promote the study of parliamentary law not only by being a parliamentarian incubator by helping our members making the transition from “book learning” to “applied learning” but also by being a unit incubator in hopes of developing more units in Central Florida and surroundings.

Paul is also the founder and sole-proprietor of Rules of Order, LLC a parliamentary consulting organization to serve clients across the United States.  Paul’s areas of expertise include but not limited to:

  • General parliamentary procedure
  • Bylaws/Governing Documents
  • Presiding Officer
  • Parliamentary Opinion Writing
  • Board Training
  • Conventions/Meetings
  • Teaching
